PLEASE TAKE NOTICE that on Tuesday, May 18, 2021, at 7:00 pm the Hanover Township Planning Board will hold a public hearing by way of ZOOM Webinar ONLY, on an “area in need of redevelopment” study prepared on behalf of the Planning Board by Burgis Associates, Inc.  The public hearing will be held in accordance with the New Jersey Local Redevelopment and Housing Law, NJSA 40:A12A-1 et seq. The purpose of the investigation is to determine if the hereinafter described study area complies with the requirements of NJSA 40A:12A-5 to enable it to be designated as an “area in need of redevelopment.” An “area in need of redevelopment” designation shall establish a Non-Condemnation Redevelopment Area, which shall not authorize the Township to exercise the power of eminent domain to acquire any property in the delineated area. 

The study area that the Hanover Township Committee requested the Planning Board to consider is comprised of Block 4802 Lot 2 on the tax maps of the Township of Hanover.  This property is located at 190 Park Avenue, south of Columbia Turnpike, and adjacent to and on the same side of the street as the Hyatt Hotel.  The property was formerly used by Emilcott Associates, an environmental, health, and safety consulting firm, and previously by the Red Oak Bank. Currently, the property is vacant, and the former buildings have been demolished.

PLEASE TAKE FURTHER NOTICE that the public is invited to attend said public hearing and present all comments and information on the Planning Board’s investigation as to whether such area should be designated as an “area in need of redevelopment.” All comments will be considered by the Planning Board and made part of the public record.

The Resolution of the Township Committee authorizing and directing the Planning Board to undertake this investigation and the Non-Condemnation Area in Need of Redevelopment Planning Report prepared by Burgis Associates, Inc. on behalf of the Planning Board, including a map depicting the boundaries of the study area and an identification of the property within the study area, shall be on file with the Township Clerk and the Planning Board no less than ten (10) days prior to the public hearing. All such documents shall be available for inspection on the Hanover Township Website at https://www.hanovertownship.com/1460/2021-Township-Committee-Planning-Board-A

PLEASE TAKE NOTICE, that in accordance with the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., and more specifically N.J.S.A. 10:4-8(b), which authorizes the use of communications equipment to hold public meetings, and in consideration of New Jersey’s ongoing State of Emergency and Public Health Emergency, and guidance provided by the New Jersey Department of Community Affairs, Division of Local Government Services entitled “Local Operational Guidance-COVID-19: Guidance for Remote Public Meetings in New Jersey” issued on April 24, 2020, the Township of Hanover Planning Board, while ensuring the continuity and continued operations of government, the Planning Board will convene its regularly scheduled public meeting by way of a Zoom webinar on Tuesday, MAY 18, 2021, beginning at 7:00 p.m.  Please note that the Land Use Administrator will open the meeting to the public to participate through Zoom at the appropriate time.

During the public session, members of the public will be muted until the public question and comment portions of the meeting are opened, and then unmuted to allow for public questions or comments.  Please note that while muted, the public will still be able to hear the Planning Board conduct business.  The public portion will be opened by the Land Use Administrator following the conclusion of each professional’s testimony or the conclusion of formal business. Once the public portion is concluded, the public will again be muted for the duration of the meeting.
